VACANT POSITION - Head, Quality Assurance​

The National Commission for Further and Higher  Education would like to notify the general public that the following vacancy has arisen - Head Quality Assurance.

The overall purpose of this position is to head the unit responsible for managing a national system for Quality Assurance of Further and Higher Education Programmes pegged on the Malta qualifications framework


Main Responsibilities


Planning and Budgeting

·       Assist in the financial planning process by identifying costs involved in carrying out Quality Assurance functions.

·       Help identify general efficiency gains leading to identifiable cost savings in the quality assurance process.



·       Review and Strengthen programme and provider quality assurance procedure;

·       Review and strengthen administrative procedures, such as unified registry and filing system, to cover the whole process;

·       Maximise internal synergy within NCFHE with the work of the MQRIC;

·       Seek to set up procedures for the validation of informal and non-formal learning

·       Liaise with the relevant officer to set up modernised IT systems that facilitates the information on recognition;

·       Monitor the work of the Quality Assurance Unit Officers;

·       Draw up reports for the CEO, the NCFHE board or as may be required from time to time

·       Plan, implement, manage and monitor all the activities of the Quality Assurance unit;

·       Manage day to day operations of the Quality Assurance Unit;

·       Ensure coherence across the Quality Assurance Unit;

·       Provide support to the performance of staff members of the Quality Assurance Unit by providing feedback and pointing out areas of improvements;

·       Approval and Management of vacation leave of Quality Assurance Unit staff.

·       Training initiatives for Quality Assurance officers.

·       Quality Assurance staff visits and duties abroad.

·       Internal training for Quality Assurance staff, including weekly-priorities meetings.

·       Periodic Quality Assurance and Accreditation Units meetings to discuss, adopt and build processes.



·       Maintain contact with CEO by giving regular updates on the activities of the Quality Assurance Unit

·       Work in close cooperation with Heads, Senior Manager and Managers responsible for the other Units within NCFHE

·       Attend regular meetings, both locally and abroad as the need arises

·       Keep well informed and up to date on emerging issues linked to Quality Assurance

·       Take every opportunity to acquire new leadership and management skills


·       Discharge such other responsibilities as may, from time to time, be assigned by the CEO.


Working Conditions

·       Ability to work under pressure

·       May be required to work late / weekends / public holidays to meet deadlines

·       May be required to travel abroad on official business


Management Knowledge/Skills/Qualifications

·       A recognised MQF Level 7 Masters qualification

·       Excellent and up-to-date knowledge of management and administration

·       Excellent reading, writing and communication skills in both Maltese and English

·       Knowledge of government structures and practices

·       Background in education at further and higher education

·       Proven management skills, especially a strong focus on delivering results

·       Seasoned judgement and the ability to take sound decisions

·       Excellent interpersonal skills; and

Fully computer literate​
